Nantucket Court Report
An Essex Road man was arrested last Friday after a woman loading groceries into her car in the Stop and Shop parking lot was "shocked and alarmed" to see the man in his vehicle parked next to her fondling himself.

Julian Rondo Cuello, 38, of 35B Essex Road, was arrested and charged with open and gross lewdness. Cuello appeared in Nantucket District Court on Monday, but because he does not speak English, his arraignment was continued to March 18 when a Spanish-speaking interpreter is scheduled to be in court.

The 24-year-old woman, who police only identified by last name, was loading her shopping bags in her car around 4:45 in the evening last Friday when she noticed Cuello fondling himself and "made no attempt to hide his behavior," according to a Nantucket Police report written by Officer Travis Ray.

The report states the parking lot was "bustling with activity" and because it was a Friday evening it was the store's busiest time and the area was "free from any visual obstructions."

The report says the woman "stopped dead in her tracks" when she saw Cuello and had to take a few seconds to gather herself.

"At this time the suspect was no more than three feet away from the (reporting party), separated only by the door of the vehicle," the report reads.

The woman then "slammed her door shut in a loud and hurried fashion" and while driving away noticed "no change in the male party's behavior."

"A prudent person would have been aware of (the woman's) location based on her actions," the report read.

The woman then contacted police and gave them a description of Cuello and the vehicle he was in.

When Ray responded to the scene he could see "the male party quickly moving his hands around his waist area." He then knocked on the window and could see that Cuello's pants were down.

Cuello told Ray he was just using his cell phone and when questioned why his pants were undone, Cuello responded, "I just had them open."

Fernando S. Amaral, 23, of 27 Evergreen Road, was arraigned on March 7 charges of operating a motor vehicle with a suspended license, operating a motor vehicle with a suspended registration and driving an uninsured motor vehicle and was ordered back to court on March 18.

Sandra Beirute-Araujo, 47, of 4 Luff Road, had a July 14, 2007 charge of assault and battery dismissed after paying all court costs.

Paul E. Brown, 28, of 38 Macy Lane, had March 10 charges of unlicensed operation of a motor vehicle and a marked lanes violation dismissed on payment of $200 in court costs.

Valnei Goncalves, 31, of 1 Evergreen Way, was arraigned on a March 5 charge of unlicensed operation of a motor vehicle and was ordered back to court on April 14.

Lee C. Graham, 52, of 50B Essex Road, had Feb. 4 charges of operating a motor vehicle with a suspended license and speeding dismissed after paying all court costs.

Ryan C. Jepson, 25, formerly of Nantucket, had June 2, 2007 charges of driving an uninsured motor vehicle, operating a motor vehicle with a suspended registration and missing a registration sticker dismissed after paying all court costs.

Heidi A. Keith, 25, of 5A Cow Pond Lane, had Sept. 7, 2007 charges of driving an uninsured motor vehicle, operating a motor vehicle with a suspended registration and speeding dismissed after paying all court costs.

Brendan Kennan, 32, of Yarmouth, Mass., had a Jan. 30, 2006 charge of operating a motor vehicle with a suspended license dismissed on payment of $300 in court costs.

Jason D. Laffert, 30, of 9 Trotters Lane, was arraigned on a March 5 charge of operating a motor vehicle with a suspended license and was ordered to return to court on April 14.

Michael Major, 23, of Cranston, R.I., had a Feb. 8 charge of possession of a class D drug dismissed after paying court costs.

Apretrial hearing for David Mowles, 37, of 3 Oakland St., on Jan. 31 charges of operating a motor vehicle with a suspended license, operating a motor vehicle with a suspended registration and operating an uninsured motor vehicle, was continued o March 17.

A status review of payment hearing for Kyle W. Paterson, 20, formerly of Nantucket, on April 30, 2007 charges of operating a motor vehicle under the influence of alcohol, a motor vehicle lights violation and failing to wear a seatbelt, was continued to April 14 for further review.

Robson Brazil Prado, 35, formerly of Nantucket, had a warrant inactivated for failing to appear in court on Oct. 24, 2007 charges of operating a motor vehicle and operating a motor vehicle with a suspended registration because he is believed to have left the country.

Lee William Robinson, 32, of Forestdale, Mass., had March 8 charges of unlicensed operation of a motor vehicle and unsafe operation of a motor vehicle dismissed on payment of $100 in court costs.

A warrant was issued for the arrest of Barrett J. Snow, 36, formerly of Nantucket, for failing to make payments associated with a Sept. 13, 2007 charge of operating a motor vehicle with a suspended license.

Alvaro Soares, 30, of 55 Somerset Road, had Feb. 9 charges of operating a motor vehicle with a suspended license and not having an inspection sticker dismissed after paying court costs.

Phillip M. Sullivan, 37, of 6 Davis Lane, had July 6, 2006 charges of possession of a class B drug and possession of a class D drug, dismissed after paying all court costs.

Galo G. Tapia-Lopez, 37, of New Haven, Ct., was arraigned on March 4 charges of unlicensed operation of a motor vehicle and a marked lanes violation, and had the case continued to March 18.

Jonathan Thayer, 62, of 14A Equator Drive, had a Feb. 22 charge of possession of a class D drug continued without a finding for one year.

A warrant was issued for the arrest of

Daniel William Twomey, 21, of 28 Long Wood Drive, for failing to make payments associated with May 20, 2007 charges of breaking and entering in the daytime with a person in fear, and wanton destruction of property over $250.

Raymond N. Woitkowski, 24, of 8 Salros Road, was arraigned on March 5 charges of operating a motor vehicle under the influence of alcohol, failing to stop for police and a marked lanes violation, and had the case continued to March 18.

Prescott Murray, 32, of 39 Essex Road, had an Aug. 13, 2006 charge of assault and battery continued without a

finding until Aug. 2008. I
