Fronzuto reorganizes to help town's Coastal Management Plan

Answering the call of the Board of Selectmen for a coastal management plan for Nantucket, Marine Superintendent Dave Fronzuto is reorganizing the duties of his staff to address many of the board's requests.

The Independent file Fronzuto: "Not to be glib about this, but it's about working harder and working smarter."
"The selectmen want a coastal management plan - it's one of their goals in response to Dave's having looked at making some internal departmental improvements in order to facilitate the creation of [such a] plan," said Town Manager Libby Gibson.

Fronzuto said he is simply directing his charges to adapt to the changing duties of the department.

"It works for us," said Fronzuto, who added that the reorganization is in its infancy at this point. "The big picture is to see how we address all these issues like the estuaries project, the harbor plan and SBPF's (Siasconset Beach Preservation Fund) project," said Fronzuto. "One of the things I pointed out is we're seeing this on all fronts. We're seeing it with building; all the easy projects are done. What you're seeing now are these major, major projects like SBPF, Great Harbor Yacht Club, the Point Breeze, the 40-Bs, these are all major projects that are going on and, therefore, they need a better review on how they're going to affect the environment."

Fronzuto designated Town Beach Manager Jeff Carlson's mission as public access, including waterfronts, ponds, beaches, erosion and endangered shorebirds.

For Town Biologist Keith Conant and Shellfish Biologist Jeff Mercer, their re-tasked mission includes issues related to SBPF, Great Harbor Yacht Club, storm drains and dewatering of projects within Nantucket Harbor's watershed. Assistant Harbormaster Sheila Lucey and Fronzuto will oversee operations that include water quality, moorings, the shellfish management plan and the Shellfish & Harbor Advisory Board, aids to navigation, boat pump-outs and enforcement.

"We're just reorganizing within the department and I've had input from all my guys on this," Fronzuto said. "Not to be glib about this, but it's about working harder and working smarter."

The effort is all part of the Board of Selectmen's Goals for 2007-2008. Goal Number Four reads: Improve and Protect Our Water and Coastal Resources. Listed as objectives under this goal are the following:

• Develop Comprehensive Coastal Management Plan;

• Implement Sewer Act; • Implement Harbor Plan;

• Explore Bulk Fuel Storage Options.

Fronzuto said he would rely on an upward flow of information, comments, critiques and recommendations from his staff to help him tackle the first of these objectives "so we can make informed recommendations to the Board of Selectmen, so they can make some decisions. We've got some great folks, some very intelligent folks working for

the Marine & Coastal Resources Department." I
