I ON SELECTMEN

AT ITS MEETING TONIGHT, OCT. 3,

THE BOARD OF SELECTMEN WILL:

• Hear an announcement that the 2008 Annual Town Meeting warrant is open for citizen article submissions from Oct. 12 through Nov. 23. Citizen articles require the signatures of at least 10 registered voters.

• Hear a citizen request (continued from Sept. 19) from Beverly Topham, widow of Alvin "Toppy" Topham, to hold the hearing on her petition to have his taxi license transferred to her name continued again to Oct. 10.

• Hear a request for a waiver of conflict of interest regarding Town Counsel's representation of the town and Land Bank in a real estate transaction involving parcels from South Shore Road to the beach.

• Hear a request from the Parks and Recreation Commission for approval of its submission of two funding applications to the Community Preservation Committee for youth playing fields off Nobadeer Farm Road and installation of shuffleboard at Children's Beach. This is a retroactive request because due to unknown factors the request did not reach the selectmen before the CPC deadline for submissions.

• Hear a town administrator's report, if any, and hear a selectmen's report or comments, if any.

AT ITS MEETING SEPT. 26, THE BOARD OF SELECTMEN FIRST

CONVENED AS THE BOARD OF HEALTH AND MEMBERS :

• Unanimously approved a variance for 10 Tennessee Ave. where a septic system needs to be relocated and upgraded.

• Heard a report from Health Inspector Richard Ray that new regulations being developed by Nantucket Cottage Hospital and the Health Department will lead to specific disposal sites for used medication needles.

• Heard a report on the ongoing Harbor Watershed septic system inspections, with the selectmen unanimously approving an October informational hearing for the public. Because of the time involved in the inspections, Ray is asking that the Dec. 14 deadline be extended one year for the Nantucket Watershed District and 18 months for the Madaket Watershed so that homeowners are not penalized for the delay.

• Heard an announcement that representatives from the Department of Environmental Protection will be on island Oct. 9 for a 6 p.m. meeting in the high school cafeteria to review the draft document on maximum daily nutrient loads for Nantucket Harbor.

CONVENING AS THE BOARD OF SELECTMEN, MEMBERS:

• Rescheduled execution of a term sheet for the Siasconset Beach Preservation Fund to Nov. 14.

• Heard a presentation on the feasibility of a gasification facility at the landfill from Waste Options Nantucket President Whitney Hall. The selectmen praised the presentation with Michael Kopko suggesting the board meet with the town administrator, Hall and DPW head Jeff Willett to discuss the option at greater length.

• Unanimously adopted a FY09 fee schedule of about $30 million for upcoming capital projects including construction of a new public safety facility at 2 Fairgrounds Road. The town administrator's recommendations were accepted as presented except for minor increases and decreases in roads projects. The recommendations have not as yet included enterprise fund requests or the schools.

BrianChadwick
• Heard an update on ongoing projects from DPW head Jeff Willett, including a study of infiltration/inflow and sewer system evaluation; the Brant Point Infiltration/inflow reduction and sewer rehabilitation; upgrades to the Surfside Wastewater Treatment Plant; Phase I of stormwater improvements; Phase 2A and 2B of infiltration/inflow reduction and sewer rehabilitation; and the Madaket salt marsh restoration for a total value of $61 million. Willett believes several projects will come in under budget.

• Heard an overview on the Fire Department from Fire Chief Mark McDougall, who said there is need to increase staff so fire calls and ambulance demands are met.

CONVENING AS THE COUNTY COMMISSIONERS, MEMBERS:

• Heard a request from board member Brian Chadwick to withhold payment on a $2,000 bill submitted by the sheriff's department for scuba equipment until there is more information on the acquisition.
