I ON SELECTMEN
AT ITS NOV. 8 SESSION, THE BOARD OF SELECTMEN FIRST CONVENED AS THE COUNTY COMMISSIONERS AND:
+ Witnessed the Town Clerk's swearing in of new Register of Deeds, Jennifer Ferreira.

+ Unanimously voted to approve a revised FY07 county budget. The town was advised by the state Finance Review Board that it had to remove the sheriff's budget from other county budget items because the state office holds authority over the sheriff's requests.

CONVENING AS THE BOARD OF SELECTMEN, MEMBERS:

+ Heard a presentation of the final draft for the Harbor Plan that consists of an inventory and analysis of harbor resources and uses; an overview of the key issues affecting the harbors; and recommendations and actions including a recommendation to remove the reference to shellfish for the Shellfish and Harbor Advisory Board and make the HAB an appointed body with a broadened scope. The final draft will go through a public review process and then to the Massachusetts Office of Coastal Zone Management for approval.

+ Unanimously approved documents for disposition of town owned property at 40B Shell St. in accordance with the vote from Town Meeting 2004. This was a "yard sale" of a property of the town that was bought by an individual who is now selling it to another person to be merged with that property owner's lot.

+ Voted 3 - 1 (Bennett favored approval) to table a request for approval of a marketing plan and buyer's selection plan for Beach Plum Village which has 10 affordable ownership units. The board wants Town Counsel Paul DeRensis to discuss the plan directly with members because of concern over a potential loophole that might allow offisland residents employed by Nantucketers to move there rather than restricting the housing to islanders.

+ Heard a transportation projects update for FY07 to 2010 including the Old South Road connector bike path; the Nobadeer Farm Road bikepath; the Cliff Road bike path extension; and the Sparks Avenue/four corners project. There are 19 total projects, some of which are completed, almost finished or will begin in the near future, according to Transportation Planner Mike Burns. Because some projects have a schedule priority due to expiration dates for available funding the selectmen unanimously voted to endorse an amended projects draft so the work may go forward.

+ Heard a Parks and Recreation Department overview report including plans for the upcoming 10 years such as handicap bathrooms at Children's Beach, Madaket Beach bathrooms, adding lifeguards and hiring more seasonal personnel.

+ Heard a status report of selectmen's goals and objectives including determining town positions suited for commuting and/or telecommuting, anticipated recommendations from the Sewer Advisory Committee on Nov. 29, looking into gasification with resulting power generation at the landfill, encouraging the Community Preservation Committee to spend more on affordable housing and pursuing creation of a community arts center.

+ Heard reports from selectmen representatives to other committees and work groups.

AT ITS MEETING TONIGHT, NOV. 15, THE SELECTMEN WILL:

+ Hear a request from the Town Government Study Committee for an extension to Nov. 30 for submission of its warrant articles.

+ Hear a request to approve the homebuyer's affirmative marketing and buyer's selection plan for Beach Plum Village (tabled from last week).

+ Hold a public hearing to review applications for committee vacancies for appointments on Dec. 6.

+ Hold a hearing on Verizon's request for poles on Hummock Pond Road.

+ Hold a hearing on Nantucket Electric Company's request to install cable across King Street.

+ Hear a report on revisions to the island taxi code. + Hear a departmental update on Our Island Home. + Hear a request for direction on real estate conveyance of a portion of Miller Lane.

+ Hear a request for approval of an order of betterment for Old South Road sewer improvements.

+ Have a discussion on bulk fuel.
