AT ITS OCT. 25 SESSION, THE BOARD OF SELECTMEN FIRST CONVENED AS THE COUNTY COMMISSIONERS AND: (Chadwick absent)

+ Presented a plaque to Joanne Kelley, who is retiring as Register of Deeds.

CONVENING AS THE BOARD OF HEALTH, MEMBERS:

+ Heard a review from Health Inspector Richard Ray of draft regulations for long-term rental housing. Though Ray said he does not "relish a new set of regulations" the rental housing situation is facing a crisis with many units in substandard condition including rodent and insect infestations and overcrowding. The new regulations, if adopted, would require rental property owners to become licensed after their dwellings are inspected. "I've seen situations that would stand your hair on end," Ray told the board. "This is about public health and safety." The proposal, which would also require all rentals to be numbered, was supported by the fire chief, town clerk and planning board member Frank Spriggs. Stressing it would take time to implement such regulations and that they need to be presented in open forums, Ray asked the board to review his report and invite him back for further discussion.

CONVENING AS THE BOARD OF SELECTMEN, MEMBERS:

+ Held a moment of silence for the late Arch McColl who was running for the board's vacant selectman's seat.

+ Rescheduled to Nov. 1 a town administrator's report on Chapter 40B of the state's general laws regarding municipal oversight provisions.

+ Rescheduled a departmental overview on Our Island Home.

+ Unanimously approved setting up a joint workshop meeting with the planning commission to develop a housing plan as suggested by the Finance Committee prior to possible passage of an island Housing Bank bill.

+ Unanimously approved the warrant for the state election on Nov. 7.

AT ITS MEETING TONIGHT, NOV. 1,

THE BOARD OF SELECTMEN, MEMBERS WILL:

+ Hear an announcement that the town clock in the Unitarian Church will be under repair for about two weeks this month.

+ Hear an announcement that parking will be allowed along the west side of Surfside Road when polls are open at the high school on Nov. 7.

+ Hear a request to change the manager listed on the seasonal liquor license for Nantucket Yacht Club from Tom Pochman to Peter McEachern.

+ Hear a town clerk's request to approve appointments of seven new election officers to serve one-year terms.

+ Hear a request from the Adult Community Day Center to accept a gift of $500 from Nantucket Island Resorts.

+ Hear a request from Bambi and Tom Mleczko to allow them to rename 29 Kimball Avenue where they are building a second dwelling to Heather Lane.

+ Hear a request from the Nantucket Boys and Girls Club for waiver of a tent permit fee.

+ Hear a town administrator's review of the state's 40B laws relating to municipal oversight, which was postponed last week.
