I ON SELECTMEN
AT ITS MEETING ON JULY 19, THE COUNTY COMMISSIONERS:
+ Closed the public hearing on Madaket Road takings and continued the matters until a future unspecified date because the town received written and verbal objections to the takings action.

CONVENING AS THE BOARD OF SELECTMEN, MEMBERS:

+ Heard public comment from Health Inspector Richard Ray stating that no bacteria content is discharging from a pipe at Children's Beach.

+ Heard an application from Nantucket Cottage Hospital for a public assembly permit for the Boston Pops on August 12 pertaining to a potential change of venue from Jetties Beach because of nesting piping plovers. Community Relations director Chuck Gifford said the change will not be necessary now, but asked and received approval for an alternate Tom Nevers location if the situation arises again.

+ Heard a request to alter the automatic amusement devices license for The Brotherhood on Broad Street. No one representing the Brotherhood was at the meeting. The matter was rescheduled to Aug. 16.

+ Heard an application for an entertainment and automatic amusement license from Christopher Roche, manager at Cap'n Tobey's Chowder House on Straight Wharf. Video games were approved, but not karaoke, even though Roche said it would be done with "respectful amplification."

+ Held a public hearing, continued from June 21, to consider fee increases for hard to manage waste at the landfill and to include residential construction and demolition materials within the commercial rate. The matter was continued to Aug. 16.

+ Held a public hearing on instituting an annual consumer price index (CPI) increase for all landfill user fees. The town's contract with landfill operator Waste Options requires an annual CPI raise. The matter was continued to Aug. 16.

+ Approved 4-1 (Glowacki opposed) selectman Mike Kopko's proposal to change the board's meeting start time from 7 p.m. to 6 p.m. beginning next week, July 26.

+ Continued discussion of selectmen's goals and objectives starting with the first goal: to improve administrative management, at issue is how to house people hired from off-island; how to transition them from dorm to separate housing situations; need to compile a brochure on island living situations; and consideration of telecommuting and other options to get local work done. For the second goal: improving fiscal management, the first couple of objectives are in the works with need to do a "bottoms up" on what remains. For goal three: improving and protecting the water, the board stated that the Harbors Plan mission is approved and this week the selectmen will appoint a committee. For goal four: to enhance quality of island life, the board anticipates receiving information within the next couple of weeks from traffic planner Mike Burns. For goal five: to improve infrastructure, the board believes there are opportunities to improve the proposed bike path system program; and for goal six: to manage growth, the board wants to differentiate between Limited Use General areas in town and in rural locations, for example. These topics will be continued during next week's selectmen's discussions.

+ Offer reports and comments, if any.

CONVENING AS THE BOARD OF SELECTMEN, MEMBERS WILL:

+ Hear a Town Administrator's report on warrant articles for the October Special Town Meeting.

+ Make Phase II appointments to various committees for which applications were received late or seats were remaining vacant and the application time was extended from when appointments were made last month.

+ Determine an action plan and milestones for objectives connected to the selectmen's goals.

CONVENING AS THE BOARD OF HEALTH, MEMBERS WILL: + Hear concerns, if any, from the public.

+ Hear a variance request for an on-site employee bathroom from new owners of The Shack on Surfside Road.

+ Hear requests for penalty waivers for lodging house licenses of Carlisle House and Wade Cottages.
